Ingo by Helen Dunmore

Ingo is about a girl and her brother that have to decide which world they want to live in and what powers to possess. The brother ends up learning how to fight back the underwater magic (Ingo) and is a part of the Earth magic. His sister falls for Ingo because of her love for the water. Both siblings also have to figure out why their father dissapeared as well as understand the boundries and relationships between Ingo and Earth.
